Oman’s Housing Minister: Vision 2040 is opening a new era for investors

Oman is entering a bold new phase of growth and urban transformation and international investors are being invited to play a central role. Speaking with Real FDI at MIPIM 2025, Dr. Khalfan Said al Shu'aili, Oman’s Minister of Housing and Urban Planning, described Vision 2040 as the country’s roadmap to economic diversification, social development and sustainable urbanisation. “At the heart of our agenda is the Oman National Spatial Strategy,” al Shu'aili explained.

“We are rethinking how cities grow, how people live, and how we attract strategic investment across sectors, including real estate.” One major showcase is the planned new downtown for Muscat, a flagship project aimed at transforming the urban fabric of the capital. Designed to improve infrastructure, expand housing options for both residents and expatriates, and support freehold ownership, the downtown development is just one part of a broader pipeline of coastal, tourism and mixed-use projects now available to international investors. Oman’s geographical location, combined with its natural beauty, stable governance and hospitable culture, makes it a compelling destination for real estate and tourism investment.

“We are seeing increasing interest across all sectors,” al Shu'aili said. “Not just oil and gas, but now in urban development, tourism, and services.” He also pointed to legal reforms and robust planning frameworks as key enablers of investor confidence, alongside strong demographics. “A large portion of our population is under 24,” he noted. “We’re creating jobs, building infrastructure, and targeting 5% economic growth. That creates long-term value for investors.” He highlighted that Vision 2040 is not just a government ambition, but a partnership opportunity for global investors ready to engage with one of the Gulf’s most quietly compelling transformation stories.
